Are telcos the only ones to install ISDN lines?

Are telephone companies the only companies that can put in an ISDN line? I want to have one installed, but I need the monthly fee to be inexpensive. CenturyLink, my telco, could put one in, but I would have to pay the $80 monthly fee that the businesses and companies pay since there is no residential option. That fee doesn't even include the service!

Telco's are pretty much the only ones. It's considered a business class service basically equivalent to a T-1, just running at 128k and you dial in like you would dial up.
