Enables congestion pricing, ie allows spikes in the price just like Enron.
So you run laundry in non-peak hours, and you charge your electric car on non-peak hours.

Stop your peak-time usage.

Yeah basically get a job graveyard shift job, don't bother with the AC, and everything else. Pretty obvious that if it didn't increase their bottom line they wouldn't install this.

The enviros could not get a straight up "carbon tax" passed in the legislature, so they pushed this to raise prices to encourage consumers to cut back. It also is easier to make up some of the shortfall of the 30% renewable energy mandate if they limit peak consumption.

Had it last summer too, so - uh, yeah. Whatever. No change last summer, over the one before, either. Our usage is fairly consistent year over year with minor variations based on the specifics of the weather.

Interesting topic. I didn't see a letter from PG&E regarding time based billing here. We had a smart meter installed 2-3 months ago.

I did notice that I have dropped my energy bill by 20-25% vs same month in 2010, and I only have a 9% lower bill overall. It must be nice to have a monopoly on a utility.
