"None of the provisions of this bill will apply or are binding in any city, county or municipality in the state of North Carolina unless there are at least three private internet service providers available for internet service in at least 95% of the area of a city, county or municipality". Then I would sign the bill otherwise I would veto it. The above provision would basically gut the bill and prevent it from being applied in places that are under or unserved. Many of the places that are the most likely to need to create a municipal system could do so. Granted, here in Greensboro where the choices are still not GREAT (TWC, ATT, Clear) it would apply and the city and county wouldn't really be able to provide such a service. Surrounding counties that have less service could though. |
