It would be a severe violation of FCC regulations if they did not.

However, while that does matter if you use something like MagicJack that plugs into your computer, it really does not matter with VoicePulse who supply you with an ATA that plugs into your router.
The important things needed for VoIP are sufficient bandwidth, low jitter, low packet loss, etc., which largely depend on your ISP.
