Also, what kind computer your using would be helpful, such as processor speed and memory if known and/or wireless vs land line. Trying to determine how they (twc) determine how much broadband pipeline they give you and what determines what threshold before its your outdated computer vs twc holding back when you have a newer computer.

Why would it matter the age of your PC? As long as you have a somewhat modern processor, the frequency of your CPU has nothing to do with the amount of speed coming into your house. I have an almost 8 year old Compaq desktop, 3 year old HP desktop and 4 day old HP laptop and they all get the exact same 51Mb Down/5.2 Mb up.

Compaq Presario 8000T- Purchased December 2003, Intel Pentium 4HT 3.20 GHz, 2 GB RAM
HP Pavilion 5000T – Purchased May 2008, Intel Core 2 Quad 2.83 GHz, 8 GB RAM
HP Envy 17 3D – Purchased May 2011, Intel Core i7 2.30 GHz, 8 GB RAM

My question is, it’s obvious TW is overprovisioning both tiers of wideband to account for overhead, what is the actual service set at? I’d guess 53/33 Down and 5.5 Up

True there. I have machines from 1999 that don't choke when you put them on fast connections (Roadrunner Wideband, FiOS, Metro Ethernet @100Mbps). It's all about configuration.

In 44685, Uniontown, Ohio:

This is at a peak time(around 7pm). Normally my pings to the columbus server are around 14ms. I switched a few weeks ago because of the AT&T caps and am definitely happy(went from 5/768 to 50/5). I just hope TW doesn't implement caps or else I'll have to look into other options.
