WiscNet is a joke. They buy t1 or ds3 lines from the local incumbent telephone company; mark up the price usually by 50% add bandwidth and system maintenance fees then use taxpayer dollars and subsidize the price and undercut local ISP's by 5 % and the schools and libraries think they are getting a deal. As everyone knows the subsidy is free it's just magic! That is how UW is able to charge a $1000.00 for a t1 to a remote library but the library only pays $500.00 and taxpayers pick up the difference from the endless cookie jar. LOL Ha!
