I agree. This does nothing to stop the real issue at hand.
A terrorist, or anybody else with malicious purpose will probably be able to get access to any information they want by devious means.

If we were to start destroying and/or classifying important public data, the only people that would really stand to be hurt by this would be the average Americans that have legitimate uses for the data.

Furthermore, leaving such information in conspicuous places such as libraries and public information centers could give us a heads up on who might be planning what. Why not monitor who looks at this data instead of hiding it altogether. Lets catch the next would-be-terrorist sitting at the micro-fiche in a local library instead of at a water plant with sabotage plans he obtained through an alternative source somewhere overseas! Banishing information from the institutions under our control does not prevent access to it, it only defers it to places where we really don't know who's looking at what!
