Belkin router kills upload capacity on ONE computer only

Hi all,

I have a laptop and a PC, both connected to the same router, connected to a Time Warner Road Runner cable modem. The laptop works fine whether it is in wireless or wired mode. The PC does not have wireless. When the PC is connected to the router, it's download speed is OK but I have zero upload speed - which of course kills my ability to do almost any online or even LAN task, including browsing and file transferring over LAN.

When I plug directly into the modem, bypassing the Belkin, the PC connection works just fine. It only encounters errors when going through the router, but every other computer in the household works fine through the router (3 laptops, work great either wired or wireless using same cables and ports as the PC). The PC worked fine in my old apartment with a different router, but as soon as I got to this one, nothing.

Both comp's have WinXP Home Edition. The PC has a Realtek onboard NIC, called PCIe GBE Family Controller NIC in Device Manager. Have tried uninstalling and reinstalling it, and using multiple driver versions, to no avail. The Ethernet cable is known working.

The router is a Belkin F5D9230-4 Wireless G Plus MIMO Router with fully updated firmware.

All my firewalls are turned off, including that of the router.

Everything is up to date, I have done full virus and malware scans, power cycled everything, and I just cannot solve this problem.

I am not sure if this helps at all, I had a similar yet different issue with my F5D8236-4 N type router. I was able to connect to the net, and download info only ( no software at all, also had an issue being unable to connect to the Steam network at all with different accounts) in my Vista OS... on another OS (W7) (also a different HDD) I was also unable to connect to the Steam client... after several attemopts to diagnose the issue with Sophos anti root kit and several different anti-virus programs, I deleted steam, reinstalled the client and attempted to connect... still no go on either OS... I gave up, and fdisked the Vista drive, reinstalled the OS installewd AV software, and realized that I had deleted the Belkin software, so I directly connected the computer to my router, and low and behold, the Steam client popped up, and connected to the network. I booted up the other OS and the same result. strange thing is, every other computer in the house, 2 lappys and another desktop had all worked with the router, only problem had been the 2 OS's on THIS desktop computer. when the software was removed, and the connection became direct, there WAS no issue. as confusing as this is, my problem was resolved by reinstalling the belkin software. hope this helps, and if there are any Belkin rep out there, take a look into this issue please.

just an addendum to my anonymous post (above) I also use Roadrunner, and am located in NY, and yes I tried all of the same steps as Furyguy... still confused as to why a dual boot computer could be blocked by my router software, and my other computers were able to connect with no issues.
