I have noticed extreme slowness with video sites like youtube. It might work initially, but after a few videos it starts to slow down. I then run a speed test and my download speed drops below 1mbps.
You need to have your route changed. Qwest isn't shaping the traffic from Youtube. I had a similar problem and the route that I was on was congested and so I called them and had my line route changed which fixed the problem.
