Waive ETF with VZW through small claims court

As many of you have probably already heard there is a regulatory fee increase assessed by VZW that is going to go into effect July 1st which breaches the terms of the contract allowing users to cancel the contract without the ETF.

I called 5 times and they offered to waive the increase but I was not able to get them to cancel the contract because they changed the price, which leaves me with the option of going to a small claims court.

Now my question is where do I file a claim with a small claims court and what are the steps to take in the process? I see VZW is registered with the Secretary of State in Fulton county? »corp.sos.state.ga.us/corp/soskb/···p?948868

You file at your local Magistrate court, usually a fee to file, last time I checked into it it was about $75 in Gwinnett, but that was about 6 years ago.
