Sync Speed Greater Than Download Speed

My router/dsl modem seems to sync up fine but I can never reach above 350Kb/s downloading anything.
The Plan we are on is the Pro Package

Some Information:

Modem
ADSL Firmware Version A2pv6C033c.d23c
Modem Status connected
DownStream Connection Speed 3008 kbps
UpStream Connection Speed 512 kbps
VPI 0
VCI 35

ADSL Link Downstream Upstream
Connection Speed 3008 kbps 512 kbps
Line Attenuation 29.5 db 20.0 db
Noise Margin 24.9 db 22.0 db

Anyone have any idea how to improve the speed?

350 KBps [Kilobytes per second] = c. 2975 kbps [Kilobits per second].

It looks like your line will support Elite. That would give you 6016 Kbps [or about 650 KBps] downstream.

Synch is different than throughput. Maybe, if ATM wasn't involved, things would be different. When I had 'at&t Yahoo! HSI Pro', my modem would synch at 3008 down, but my maximum measured download speed was only 319 kB/s.

Now that I have Sonic.net, LLC "Fusion", my modem will synch at ~6000 down, but maximum measured throughput is only ~590 kB/s.

The difference in speed between "Pro" and "Fusion" is mostly the difference between ADSL and ADSL2+.

The only product that skips ATM entirely and uses purely Ethernet is the U-verse product which is end to end Metro Ethernet.

Even the latest GigE Broadcom DSLAM's in the CO'es have ATM encoding and stripping to the the old ADSL1/2+ architecture of the modems.
