You mean that B#ELL's wired network carries traffic for B#ELL Cellular & Virgin Canada & Solo & PC branded cell accounts ?

And while we're at it, for Telus and all of its sub brands, as B#ELL & Telus share a HSPA cell tower infrastructure ?

Who KNOWS what ELSE they are not telling us - OR THEIR SHAREHOLDERS ?!

It's so simple. Sort the samples, discard the first 5%, take the next value.

Here's a practical example. I'll do 75th percentile to simplify, but 95th is identical (just discard 5% instead of 25%). I have the following samples:

Sort them:

2

Discard top 25%:

8
5
2

Take the first value in the list: 8.

I am billed for 8 somethings.

Yes. It does not make sense to build a seperate network for each type of data, when you already own one that covers all your territory. This is why Videotron was capable of deploying their cellphone service that fast, they only had to build the towers and connect them to their existing network.

Back in february, when asked about the reasons behind the adoption of UBB, KvF repliedmumbled that he didn't remember the exact terms on why they approved it, «it was months ago!». So they may as well take a decision as soon as the hearings are over and take a few months before publishing it.

On the other hand, at those same hearings, KvF repeated that it was an urgent matter because Bell is still losing money over IISP's bandwidth hogs and congestion still growing over time.

Bell tripped all over the place in the morning but they lined up their ducks much better in the afternoon. My personal impression was more like a 0-0 tie since it seems like incumbents managed to get their point across that 95th percentile which is fine for the massively aggregated ingress+egress of transit providers does not adequately represent costs in the far less aggregated and far less symmetrical first/middle-mile network.

I can't say I'm disappointed to hear that, however let's not assume that a favorable outcome today is the end of this sordid business.

I have to say though... I was very very impressed by today's proceedings.
