That was the rural part, where it didn't make financial sense for a privately owned company to invest.
So yeah, it was public money to cover the 10% in the middle of nowhere.

Solution to this problem would be a gradual phase over to underground utilities. I mean upgrading from 1850s tech to 1950s tech that we had in Europe after the war. If the utilities were already underground, this discussion would not be happening today.
I think it can be reasonably accomplished through bonds over a ten year period.
