Its funny, When I lived in South Korea I had much faster connections yet nobody I talked to even heard of the concept of a "data hog"

Isn't that a real mind F**k? Technology in the US goes backwards.

It's not really that the tech is backwards it's that ISP's aren't fixing utilization issues. So instead of fixing them they create bandwidth caps. All ISP's have caps, soft and hard ones. Hard ones are enforced, soft aren't so much. Qwest has a soft cap that they only enforce if your causing a utilization issue on your node.

The worst or maybe the biggest use caps as a cash cow. They say things like the average user only uses say 5 gigs a month. Anything more you must be downloading illegal stuff or porn.
Or even if legal must be competition like Neflix so both you and netflix need to pay.
The old big telcos are so used to just having cash come in they know no different.

Sure ok, but most ISP's offer Small home office accounts for 20 dollars extra that are completely unlimited.
