AFAIK Win 7 can not act as a L2TP/Ipsec VPN server natively. There may be third-party software but others can speak to that.

Another option is OpenVPN. I have not set this up on a Win 7 box so as always YMMV...

Additionally Secure Shell [SSH] may also be an option particularly for secure remote file access...

Lastly if you have a supported router flashing it with DD-WRT will allow you to run a VPN server on the router.
