The account is under (personal account name removed) in Arcata, CA. I doubt you will be able to fix the problem as it is caused by us and too many other people our neighborhood being hooked up to the same network node. Our traffic cannot all get through your infrastructure during peak hours, and so your policy has been to 'shape' my connection to unusably slow speeds. Unless you can convince the Arcata office to buy more hardware and hook the customers in my neighborhood up to a new node, I doubt you will be able to fix the issue.
