how to bypass isp fair usage policy/net neutrality

Hello, I am woundering if there is any way I could bypass any fap/net neutrality stuff going around in the media circus right now. I am talking about everything like download capping, throttling, slowing down connection, NSA/FBI/CIA snooping on you, police arresting you just for downloading torrents no matter what you are downloading, ISP's shutting off your internet connection for using too much, isp hijacking searches to redirect you to ad websites that acts like a virus scanner and put malware on your computer.

I find these things scare me to death and I am pondering constantly over what I should I do to bypass these things. I know we are the least freest country in the developed world and I need to arm my self with protection from Corporations/Obama/ISP/NSA/CIA/FBI/local police from messing up with my internet connection.

These people are really bad, they think they (Corporations/Obama/ISP/NSA/CIA/FBI/local police/...etc) can tell us what to do based on what Corporate America wants and sometimes I feel like Corporate America is acting like a de faco government like they control the entire 50 states. I feel like that along with the United States of America, there is also United Corporations of America alongside official UN sponsored United States of America.

Enough of that talk, I need a solution to secure my self. I have just signed up for a VPN provider and it is VyprVPN. So far the servers are good, but I need to know how secure it is to use a VPN and if this is the most secure method of protecting yourself from people messing up your internet connection. If not, what is the most secure method, and I mean the most secure method known for bypassing almost everything I am talking about or even close to what I am talking about that is used.

Nothing you mentioned is a net neutrality issue. Net neutrality before it was stolen for other devious political groups was about ensuring that all traffic is treated equally, it has nothing to do with caps/throttling.

Even with a VPN, your ISP is going to know how much data you used and will cap/throttle/otherwise slow down your connection, ISP shuts off internet connection for using too much and websites that "put malware on your computer".

A VPN doesn't hide how much traffic you move, it hides the type of traffic you're moving. So if your ISP treats VOIP traffic differently then say torrent traffic (or blocks torrent traffic) it wouldn't know the difference. However if you download 50 Gb a day, your ISP will still see that and if that violates there terms, take action.

As to NSA/FBI/CIA snooping on you or police arresting you for downloading torrents, your traffic is unencrypted from the VPN provider to the rest of the net, so they will track you back to the VPN provider and attempt to issue a subpeona. There it becomes murky as the ability to subpeona a foreign entity (your VPN provider is Canadian) lies probably with whatever treaties we have with their home country. Chances are pretty good however that if they establish probable cause they will get access to the VPN provider's records. You're better off trying to use a VPN service from a country where we don't have close ties to, however services in those countries are far more likely to abuse you in there own way.

Of course there's nothing stopping them from hacking the records of the VPN provider to spy on you (although the evidence wouldn't be admissable in court, just like if the NSA/CIA/FBI tried to get your ISP to turn over records here).

In reality you have to have the mindset that everything you do and post on the internet is public and permenant.

There is no "most secure" method to bypass the ISP counting how much traffic moves from your house to the internet. Think of your internet connection as a dedicated road from your house to the city where they go in all directions. Now tint the windows in all of the cars traveling on that road (that's essentially what VPN does), I can still see how many cars/trucks go back and forth, I just can't see what's in them. Same is true of your ISP.

Of course now that you're using a Canadian VPN provider, you'll find certain services will stop working (like watching movies from certail sites, etc) because you no longer have a US IP but a Canadian one.
