[TWC] Ubee WAN Blocking - what is it?

Can someone tell me what the "WAN Blocking" setting actually does? I've seen threads that talk about having to disable the WAN Blocking setting to do port forwarding. But what does it actually do and why would I have it enabled or disabled? By default, my TWC Ubee modem has it enabled.

Enable the Block WAN Request feature to prevent other Internet users from detecting your home network. This feature also hides your network ports to make it more difficult for hackers to access your network.

Basically what disabling that is allows the outside world to ping you should they know your IP. With it on they will not be able to making it harder for hackers to DDoS you or something.
