Netgear N750 Speed Drop Issue

My N750 keeps the speed fluctuates 10M ~ 20M... not consistence. When I by-pass the N750, direct to cable modem, I tested the speed and it stay consistence. What is the problem here? Is it Firmware?

running newest firmware in N750 about a week, ipad wireless started dropping with no reason. have to go back to 3700 v2.
