The big question, whats it used for?

It's part of a phone system for a cable company, and is also part of their SONET ring. The Cisco ONS is fed with an OC48 which is De-MUXed down to a DS3. That DS3 is fed into the Adtran M13 MUX/DeMUX unit and the T1s that come out of that are connected to the analog cross connect panels where they interface with a soft switch(Metaswitch in this case), as well as the local phone company's T1 circuits.
It allows the cable company to carry TDM circuits for their customers, as well as offer voice services.
