How do I slow down (cap) wifi users

I pay for my internet yet the whole family shares it via wifi, my plan is 100GB off peak and 100GB on peak at ADSL2+, this month I got capped, my brother is still playing WoW and its really slowing down my already slow net, is there anyway I can cap, limit, slow down his internet. I cant dc the wifi cos my brother sooks and cries till he gets his own way.

My router is a Netgear modem router DG834GU

any help would be appreciated
