Notice that when you dig into it, the people supporting blackouts are all about money and not the fans. And those supporting are generally for the fans or in the case of senators for the votes of the fans.

The proposal has nothing to do with ending blackouts for MLB, NBA, or the NHL. It really doesn't effect fans, other than those who live in crappy NFL markets such as Cincinnati, Jacksonville, and other mismanaged teams.
