cannot scroll comment box when editing a post

I would like to post a screenshot, but every time I hit Print Screen it extends the comment box and shows the rest of the post.

Needless to say, there is no scroll bar.

Doesn't show on FF 8.0 and IE9.

update: toggling the text cursor with the arrow keys down extends the comment box
