Just 2 months ago they put a new fiber cable down the street near my house so now I can get 20mb DSL service with VDSL2 where before I couldn't get anything cause the phone line was too long for even the old 1.5mb ADSL service.
Its unlikely that your phone line got shorter.
What they did is stop feeding your DSLAM with T1s, its fed with fibre now.
You can 1.5 MBbs DSL if you are less than 3.5 miles from the DSLAM.
They are upgrading in very few areas. They are mostly upgrading densely populated cities from 7Mbps speeds and up, the cheapest way to bring the over all average up, while still not increasing the over all speed for most people.
