What are you going on about? The capacity-based billing applies to Shaw too. The CRTC adjusted the cost studies that Shaw submitted (which were used to determine the access and capacity rates), so now Shaw is bitching about that adjustment.

Are you sure? I thought they got the flat rate tariff like Telus did. Although I do admit I did not look too closely at them since they are thousands of miles away from this territory... Although I suppose I should take a look now.

I'm pretty sure that the CRTC's decision showed a fixed rate for Shaw. Maybe they posted a CBB tariff somewhere that I don't know about. Then again, didn't the D3 tariffs from a few days ago have higher base rates which would be the norm for fixed rates? I think 50/3 Mbit/s had a base rate of around $50.

Exactly, but IIRC Shaw and Telus never requested capacity based tarrifs. Just flat rates. In order to get capacity they have to file again with the CRTC and undergo the whole procedure. But they are available upon request.

And the thing is - if you treat your customers with respect and with fairness in rates, they do not care WHAT name you give to your policies, and in such a case, it is unimportant.

Exactly. The choice of flat rate or CBB is entirely up to the incumbent and changing their mind is only one R&V away... though they would likely have to support both schemes during some transition period.
