I had one call blocked by GV and after some research found it was in a traffic pumping exchange. NetTalk apparently blocks a whole area code but will let you call into it if you pay more in advance:

Neither NT or GV blocks calls into exchanges because of expired termination agreements. Not sure how long the term of these agreements are, so maybe it's because they haven't been providing phone service long enough for the agreements to expire and it may happen in the future? That knowledge is way above my pay grade. |
