FCC: Cablevision now better, thanks to us!

Now they didn't exactly say that and for all we know CV was probably planning this from all along (ok maybe too much credit?) Anyways, this is a quote from their blog post:

In the months since we released our initial report, we have continued to gather direct measurements of broadband performance. We are pleased to note that the performance of one company—Cablevision—markedly improved from earlier this year. As we noted in our report, during March 2011, subscribers to Cablevision’s 15 Mbps service were receiving average download speeds during peak hours of only about 50% of the advertised speed. By comparison, average users across all companies other than Cablevision were receiving download speeds during peak hours of 89% of the advertised speeds. During October 2011, the most recent month for which data is available, subscribers to Cablevision’s 15 Mbps service were receiving average download speeds during peaks hours at over 90% of the advertised speed.

I was getting good speeds since earlier this year once I switched to a D3 modem but I noticed my friend in an apartment complex with a old D2 Scientific Atlanta was getting her full speeds too. I know for sure it wasn't before as I told her last time i went to get a D3 modem as it was slow as dirt, like 2-3Mbps at 7:45-9:30 while I was there.

The D3 implementation was well underway when the first FCC report came out.

But it was due to the FCC measurements that CV increased the download speed from 15 to 20 Mbps in order to skew the FCC's numbers. Without the FCC, we'd still be at 15 Mbps.

Wonder if CV is robbing Peter to pay Paul? My Ultra speeds during prime time could almost be classified as Boost+.

After this "upgrade", my connection is less consistent. it's still at or above the service level, but it's not as stable as it used to be.

It was just another waste of taxpayer money, and a way for big government to stifle private enterprise. DSL Reports, Consumer Reports - plenty of companies out there would provide comparisons if people were willing to pay for it voluntarily. Instead, unconstitutional use of taxes stolen from the people are used.

We are no better off. The report does look better for CV though.

They increased the base tier from 10 to 15mbps long before the government got involved.

Field Ops with Supervisor came over yesterday (courtesy of Wilt, the MAN) and I had a nice discussion with them about my drop in speeds. I was told that CV has started to install new UBRs that allow channels to be targeted for the different tiers, unlike the current ones in which everyone shares the same channels.

Rest assured that CV knows exactly what's going on and like adding the new UBR's are looking at all kinds of ways to keep speeds where they should be. But as is always the case there are folks that fall through the cracks for whatever reasons.

They are thinking of adding a 5th channel to my node but IMO unless my node gets the new UBR's I'll bet I will still have speed issues. There must be some 'law of bandwidth' that no matter how much there is it will always fill up.

Sure they can tax for defense and general welfare. Measuring broadband speed (contracting with a foreign company no less) hardly qualifies especially when people are unemployed, losing their homes, and hungry.

They achieve 90% of their advertised speed of 15mbps by giving newly upgraded people 20mbps+ service. Once they complete the roll out they will be achieving 130% of their advertised speed (unless they change their advertisements). I won't complain. Advertising 15mbps while delivering 20mbps is purely a marketing gimmick to compete with FIOS.

BTW. I had serious speed problems last year. A single visit and an upgrade to a D3 modem fixed my problem. My brother who lives a mile away had atrocious speed problems, but couldn't get his act together to schedule a visit. He lived with the awful speeds for almost a year. And then one day (a few months ago) without any change to a D3 modem, his speed problems were solved. I assume this was due to a head end upgrade by CV.

This "gimmick" is the same thing FIOS does with their speed tiers too. But that seems to be acceptable for whatever reason.

edit: Also, if it was the only thing they were doing to improve speeds, then I might agree.

I'd say it has more to do with how the FCC has begun to measure performance. The FCC emphasized delivered speed versus advertised speed instead of a metric of speed/cost, or average speed of one ISP versus average speed of another ISP. They basically made it more important for an ISP to get closer to the upto level then to simply deliver higher speeds.

Except that all Fios users get >100% of the advertised speed 24/7. That doesn't apply to Cablevision, and with the shared nature of HFC, it never will.

Which is better:

A. 100%+ of 6mbps 24/7 for $50/mo
B. 50%+ of 15mbps 24/7 for $50/mo

The FCC report would say A is awesome and B is crap.
