DSL FAIL

We have had CL for about 3 months now speeds have always been around 3-4 megs on a 4 meg connection with high latency spikes. I have been in a battle with the unskilled techs overseas over what my signal levels should be at and they always tell me that the levels are fine. Does anyone know the acceptable signal levels for DSL modems. Mine are as follows. SNR DOWNSTEAM 15db UP 16db..Attenuation DOWNSTREAM 38db UP 19db... Power down 19db up 10db.. but that changes in the daytime the snr goes up in the 20+db range. right now it seems to be bouncing around alot 9db to 16db on DS SNR. The DS SNR is usually at 20+db during the day when the service starts going down about every 5 minutes. Anyone able to offer any insight on what the levels should be?
