Broadband to areas not served by ISP's - Locating customers?

I was listening to NPR the other day and they had some guest speakers who were complaining about the lack of broadband available in rural or remote areas of the US. I know that I can offer wireless broadband to some rural areas but purchasing a business broadband package and then reselling it to remote residents after a wireless bridge has been setup to get the service to these remote areas. I have looked into the technical aspects of this and I know it is very feasible under the right conditions. My only issues is finding customers that need this service. What would be the best way to find people who want Internet that don't have access to it?

If anyone has any ideas, thoughts or suggestions related to this venture, please let me know what you think.

If anyone has done anything like this before, also please let me know as your insight could be very valuable. Thank you.
