As I have posted previously, you have no control on other peoples networks and how they choose to filter them. You know a proxy using a non-blocked IP will solve the issue and that's the solution you should implement to get your customers up and running. They could care less how its done, they just need it to work.

I'm certainly no expert in every field I work in. Instead, I laser focus on a problem when it's not practical for a professional to do so.

I concede that effecting a change on the routers between VZ and the remote hosts is very difficult to achieve.
However, I think we agree the packets are most likely dropping at the remote webhost or maybe at the site's front end.

It's not really practical to deploy the workaround to the entire company.
Also, we're transmitting sensitive information to these remote websites. A proxy website isn't appropriate for that. There are also liability and regulatory issues to consider. For the moment we're using VPNs under my control.
