This has nothing to do with Comcast. Megapath/COVAD/Speakeasy (LOL!) doesn't peer with Level3 in Atlanta.

Keep in mind, Level3 is a Tier I so it's Megapath who is paying for connectivity to Level3. Level3 here takes it to Wasington DC where it then hands it over to Megapath.
