[Speed] Slow speed

This morning everything was fine with regard to speed. Tonight, speed is cut to 1989Kb/s and I pay for the 12k range.

Tech support was useless.

You have some issues with your downstream signal level. You could just have a bad splitter or a bad connector since your upstream seems fine. It's possible that there is a problem on Comcast's end tho.

You'll want to make sure that you have compliant coax/splitters/connectors. If you think your wiring is fine, then you need a tech.
