BGP{ protocol

Hi
I know BGP is also used for checking if a leased line is up, and can redirect the traffic to other line e.g. Adsl Cable et.

Question
Can the ISP send Keepalive for testing that a Cisco 1941 router is up?

and can also send Keepalive for testing that a FireWall is up ?
