Yep, just went back there as I was coming back to work from lunch, and they do indeed fold down. The straps were tucked behind the seat belts.
I'll have to get in there this weekend and straighten out the trunk liner. It was put in just a bit off.
I wasn't sure about the seats because my 2000 Intrepid's rear seats don't fold down, but then again there's room for 4 dead hookers in the trunk of that thing.
