Steam wanting to redownload games when theres updates?

Has anyone had this problem with steam? Sometimes when there is a game update, steam must thinks "oh shit new game update, better reinstall the whole damn thing!". Now my internet is slow via a usb cricket modem, it does the job as I can play l4d2 vs, survival and so on. I did some searching on google and other people have the same problem but they also have connections like 1mbps or less and like me, dont want to download the game again.

At work we have a 40/40 connection and it doesnt redownload the entire game, just does the updates.

Steam is getting hammered because of the holiday sale it just released. Lots of people reporting their servers are very bogged down right now.

Try just letting it run over night tonight.

Noticed this too, out of nowhere the other day three of my games wanted to basically re-download the entire game. I restored those games from a previous steam library backup I have and updated them for only a few hundred MB's of data rather than downloading the whole games over again.
