An Equalizer for Windows 7?

I have three audio output devices: a SoundBlaster Audigy (for my external speakers), Realtek HD (for microphone use), and a HiFiMan EF2A headphone amplifier. I know there an EQ for the Realtek and SoundBlaster, but there isn't one for my headphone amp which I primarily use. I also know Windows Media Player has an EQ which would work great if all I ever use was WMP. Are there any recommendations for a downloadable equalizer? I listen to a lot of music through my headphones and like to make adjustments depending on what I am listening to.

Most of the better media players have good EQ plug-ins (Winamp, Foobar, etc). But if you are looking for something that is Windows-wide, that will EQ, e.g., Youtube videos and streaming Spotify songs and everything else, that is trickier... there is an old program called RTEQ, I have no idea if it's usable for Win7 but I remember seeing it being recommended for something similar a couple of years back. It's free so you could give it a shot.

I have something called SmartEQ in my control panel, but it appears to only work with my onboard sound and not the DAC/Amp...

Thanks for the suggestion. I'm surprised there doesn't seem to be many options for an EQ for Windows. Spotify is my biggest issue in needing an EQ.

I've gone through similar trials and the best thing I've found is Power DVD 8. I've tried version 9 and didn't like it--haven't tried later versions. I always use the "soft" setting and really like the sound it has. It was also the only program I could find that would support a 24-bit audio dvd I made of The Beatles remastered--nothing else seemed to support the format. I use it exclusively on all my systems for playback.
