The day of and days after 9/11 there was no air commerce. For months commerce was very weak and slow nationally. -- "People demand freedom of speech as a compensation for the freedom of thought which they seldom use."

It's not about nuking a city by a foreign power. I doubt any leader is crazy enough to do it (assuming a ICBM won't be intercepted). It's about the XYZ organization acting (more or less) independently and detonating a "dirty bomb" that doesn't wipe a city but makes it inhabitable for years. Or just blasting a car or a trashcan here and there and maybe injuring people - but enough to cause widespread fear. Terrorism isn't necessarily about killing, it's about disrupting the life and crippling the economy.
