I assume FiOS is PON based, question is which type of PON. GPON or GEPON. But since you mention ATM cells, it must be GPON, since GEPON does not support ATM.
They can add the VLAN tags on the ONT, this offloads some CPU cycles for the OLT. And usually you would design the networks to use VLAN from the ONT, at least that is what I do  -- "Perl is executable line noise, Python is executable pseudo-code."

 | reply to dslpartner My FiOS/FAST uses PPPoE over BPON. I think the GPON spec subsumes BPON, but I don't think GPON was defined when Verizon initially architected FiOS.
