You do realize that VOIP, by its very nature, utilizes downstream and upstream speeds equally, don't you? There's no difference between 2Mbps/1Mbps, 6/1, 8/1, 15/1, as all are limited by the upstream speed for VOIP.
Skype's minimum and recommended download and upload speeds:
Calling - 30kbps/30kbps --- 100kbps/100kbps
Video calling / screen sharing - 128bkps/128kbps --- 300kbps/300kbps
