Cannot change network location - Win7sp1 - Pasco

We just recently got BHN installed and for some reason I cant get my computer to accept the connection coming from the modem. It sits at Public network with the park bench.. 1 time I was able to set it to home network and connect, but after a reboot it reverted back.

Now when I try to set the connection as home it tells me It cant set the connect and to try from the internet and sharing center (which is what I was in before!)

One site said I may need to set an IP and default gateway in order to connect, but Im not sure where to get this info. I called tech support and they sent a guy out, he tested the connection on the laptop and its fine. It also works if I connect it to a wireless router, but the computer cannot connect to the router either.. below is a list of stuff I have tried so far.

Any help would be greatly appreciated.. Im close to formatting the machine and re-installing XP.

I've tried:
Uninstalling and re-installing the NIC.
system restore
last known good config from BIOS.
disabling and re-enabling the connection

-Thats all I have to say about that-

Running any firewall or all in one security software? If yes...turn it off and report back with what you are using please.

Okay do this. Don't just turn them off...de-install them, reboot and try again. I'll point you in less obtrusive solutions for AV afterwards.

Uninstalling the AVG and defender did not work. I even tried a new NIC and got the same thing.. So after about 4 hrs of beating my head on the desk, I formatted and installed XP. On 1st boot as soon as the nic installed it was online. Glad to be back on XP Thanks!
