Horrible Packet Loss in St. Charles, MO

I originally contacted AT&T via Live Chat a week or so ago about packet loss on my 2nd, 3rd, and 4th hops.

They sent out a tech who replaced my RG/Modem and swapped my port at the headend/node at the apartment complex I live in. This actually seemed to make the problems worse. Before hand all I had was packet loss, now I have inconsistent speeds and I have to reboot my RG atleast twice a day before I can do anything online.

However, Television service remains perfectly stable when when my internet speeds are at 1kb/sec.

I've attached a WinMTR for 200 packets on my connection, this is after a fresh reboot of the RG.

Hop 2: 54% Loss
Hop 3: 55% Loss
Hop 4: 75% Loss

Anyone have any ideas that I can try? I work online from home as a Linux System Administrator so I really can't have all this packet loss and unstable internet connectivity.
