Reason for Verizon 4G Outage?

We've been noticing an interesting issue where Verizon appears to be tapping into a new IP range using the (97.) address space. This results in the same problem people with 4G users experience losing the ability for remote access for (IP Cams, DVR's etc).

I'm curious if this change could be a potential culprit to what's causing all the recent issues on Verizon's network. Here is a quick video I put together showing the odd behavior - »youtu.be/uSSxpBzUCls

Has anybody else with a 3G only Verizon modem been experiencing this same IP address range recently?
