Wave Initiating a New $2 Fee??

"WaveBroadband is initiating a new fee. $2 per month called "interactive equipment fee"....never seems to end."

One of the posters to the below linked Kitsap Sun article posted this... Anyone seen or know about it?

I just wonder if its a way to get money out of the people that own their own modems...
