Glad to hear your issue is resolved. I am still experiencing the same issues.
I worked with Tier III and spent 50 minutes letting them capture the results when it was happening. They agreed there was a problem and could see it so they escalated to their NOC. After a week waiting on them the results were they checked for an internet outage in the area and determined there was not one.
I was then told by Tier III that I must have them visit 4 times to replicate the issue until the CAT team can be involved. They can only come between 7:00 and 9:00 which is before the issue happens. Mine really starts around 9:30 and gets worse through the evening.
So I contacted the CAT team directly and they are sending one someone out tonight to start back at the beginning.
To answer the question regarding the tracert, since Warmer mentioned it being fixed, all tracert's are hopping to different areas.

I have not done as much testing now since I have captured weeks of data, but potentially I have seen this improve the results of speed tests, but not real time performance.
All files from reliable sources still drop significantly. When this issue is happening, I can barely stream a hulu SD stream which is 1Mbps.
I will see what CAT can do. The current problem I find with Time Warner is no one wants to analyze the data that they have agreed shows problems. The NOC did not look into that but checked the area.
Now the CAT team again wants to replicate the issue while someone is there to have tier III analyze the line when it is happening even though I have provided this to them. Main problem is they will not send anyone out when it happens.
I will see what can be done by the CAT team but soon I will just be switching services since I seem to be stuck in a loop. |

Not seeing any problems here, although I don't do anything that requires low latency or high throughput. |

 | Turns out the appointment for last night was with the CAT team. He was great. They already fixed a noise issue before coming out and today the outside cables are all being replaced up to the node.
So far I am very happy with my experience with the CAT team. He stayed late last night to monitor the issue while tapped into the line. |
