WGR614 -- cable scan fails

A neighbor has a WGR614 v10 connected to a Westell 6100 and was having a problem with the wireless portion. We were not able to log in to the router using www.routerlogin.net (gets redirected to Netgear website) so I ran the install wizard. After doing each of the steps, the cable scan came with a failure message -- cannot find router!!

I removed the router and connected the PC directly to the modem and everything was fine. So, two questions...

Assuming that both Ethernet cables were OK (they had been ok for the past 18 mos and all the LEDs on both units had appropriate steady ON or flashing), what could cause the "router not found"?

And how do I log directly in to the router (assuming that I can fix the "not found" problem)? Is there an IP address that works?

192.168.1.1 is the default ip address
The router will automatically change it's ip address/subnet if it's wan port has a ip address in it's default/current subnet
