100% loss on a couple hops

I need help getting an understanding on this. The software developer is blaming these lost packets for the lag on the database. (Yes, it's hosted database, yes I advised why this was a bad idea, yes I want to bring it back local, yes, I agree, but they're paying me to fix this even though I told them it's going to be next to impossible)

These are performed from 2 sites in close proximity, but may be different COs. But they both getting the same results. Why are these showing 100% loss but still getting through?

I cannot get complete pathpings from uverse or comcast business. tracerts complete, but I cannot get pathping to work at all.

EDIT: All right, I found another post saying that ICMP pings are not a reliable way as the router depriortizes them and responds if it can, which makes sense and sort of what I was thinking earlier, but I couldn't think of it coherently to put it in my original post. Basically, I just debunked the guys issue on that and the fact that it still works and packets are indeed getting through.
