apparently you never heard of these things called ip addresses, when a whole block is given sure we can ban it, but when a single address is given and they are not in blocks and globally redundant you run into a major headache.
For example lets look at this on an extreme scale, lets try and block akamai from sharing content ? Thats right since its a massive range of ips from almost every country in the world with an ip block you can't, the router would quickly overload and completely trash the network.
It is not as easy as you seem to think, bit blocking does not work well, and merely slows down the network for everyone, dns blacklisting can be gotten around, and once we start blocking dns servers from other providers other then the isp we get into a real slippery slope and have then destroyed the internet as a whole.
