[Line Problem] Intermittent increasingly common dropped connecti

I have at&t dsl and since November have been having serious issues...most notably dropped connections but also lagging speed issues. There was a tech that was here in late December who checked my outside box, wiring, inside wiring and phone jack. I replaced the DSL filter and also switched out the 2Wire yesterday to no avail. I called tech support today...first I was told after some time and testing that it was the circuit at the central office...then while I was waiting for that to be resolved I receive a call and the tech there insists that they can't run those tests and he would need to send a tech to my house. I call at&t back and she told me that the problem was resolved remotely but it dropped again after that. I called again and that rep said they needed to create an elevated trouble ticket for more testing because tests showed latency issues and that the test would take about a half an hour and I would be contacted with the results. Well that was almost three hours ago and no one has contacted me. The connection dropped again in the meantime. The DSL light on the modem flashes red, and the internet light is absent when that happens and it returns to normal in about 30 seconds. The first tech stated earlier today that the log showed my connection dropped 7 times today...so what is going on? Why do I keep getting different answers? Why have I had this issue for months and it is now getting very bad? I am very frustrated with at&t.
