[Windows] USB Wireless Network Adapaters Not Working on Win 7

I've tried two different vendors USB wireless adapters and on a Windows 7/64 system both install okay, drivers loaded properly, appear in Device Manager, can be configured at the adapter level (not wireless) but will not connect or show any wireless connections (i.e. no radio signal going in or out). They do however work as expected (using the same process) on WinXP/32. I've also heard of others having similar issues and was wondering if anyone had any ideas?

The system is one that has never had wireless on it before so I'm wondering if maybe it is a Windows 7 issue that needs a service that is not automatically started.
