[Windsor] downloading is slow, paying for 16mbs, get 3-4mb

My business standard package that includes up to 16mbs down, has never really come close to that.

i've had this package for about 5+ years.

my max speed tests are 3600-4500 kbs on dslreports.com

my max downloads through files on web pages, newsgroups or other means of downloading tops out at 2 mbs

i do have a router, a linksys wrt54gl, but i also connected straight into my pc from the modem with the same results.

now i don't have a contract with this package. and when I switched to the business soho starter I found it to be too slow.

there's a newly installed line from the power/telephone pole coming to my house....

note - i live in the university of windsor area...lots of students.

lately the connection has slowed down around midnight to 400-750 kbs when downloading.

so is it me who's expecting to much of the speed, or do i have a real complaint here?

Well, that depends...

First we have to cover bits, bytes, and speedtests.

Your connection is 16Mbps -> (16 MegaBITS per second)

Most download managers (be it IE, your Newsgroup reader, or your Torrent client) measure speeds in MBps (MegaBYTES per second). Since 8 bits make a byte, 16 Megabits make 2 Megabytes

If your actual file downloads top out at 2 megabytes per second you are getting full speed.

Also the speedtest you posted is almost 15 Mbps, so... what seems to be the issue?
